Preface

With the expiration of Millennium Development Goal, UN adopted the Sustainable Development Goals (SDGs).It is a collection of 17 global goals set by the United Nations. The broad goals are interrelated though each has its own targets to achieve. The total number of targets is 169.

 

As Nepal is also the members of UNO, it is under a responsibility to assist the UN in achieving these goals. In fact it has to take initiative and has to prove itself as an example in the world.Realizing this fact Youth Parliament Nepal, as one of the organization of energetic youth in Nepal, took  initiative and organized for the first time in the history of Nepal , conference which had international horizon known as Global Youth Peace Conference 2018 from Jan 13 th to 14th in Kathmandu Nepal. Its major objectives was to gather young leaders, innovators, peacemakers, youth activist and civil society pioneers from around the world in single forum to share their experiences and knowledge on pertinent global issues such as Cultural Diplomacy for Peace, Social Entrepreneurship and Mountain Tourism, Youth Service and Participation, Global Network for Sustainable development: Investing in youth, and Youth Leadership and Good Governance

 

This report ,therefore, shall includes the introduction of youth parliament Nepal, Conceptual framework of Global youth Peace conference, Major activities performed in the conferences, summary of the discussion held in different topics, cultural exchange program, promotional program and the major outcomes of conference.

 

It is matter of pride for Youth Parliament Nepal as it has been able to conclude such fruitful program. The credit of making this program successful goes to all the helping hands, known and unknown. Hence Youth Parliament Nepal would like to acknowledge all of them very sincerely

Chapter 1: Introduction of Youth Parliament of Nepal

1.1 Background

Youth Parliament, Nepal is an independent, non-partisan and non-profit organization which is politically, religiously unbound and aims to boost up the voice of youth and encourage them to actively engage in various contemporary socio-political issues so as to improve and ensure betterment of good governance, democracy, peace and sustainable development in national and international arena. It is a social movement run by Nepalese youth aged between 16-40 which was for the first time founded in 2010 by Mr. Diwakar Aryal, as a socio-political movement in Dhading District (Near Kathmandu Valley) which included 116 members. The YPN is a well networked organization with teams in about 41 districts by 2012. The aim of YPN is to create national, regional as well as international forum for peace, progress and prosperity building.  It wants to see every citizen and countries developed, prosperous and peaceful through youth involvement and active participation.

1.2 Mission of Youth Parliament  Nepal

Youth Parliament Nepal provides a forum for the youths nationwide for the unity as well as empowering them to actively participate in nation building through leadership, innovation and creativity.

1.3 Objectives of Youth Parliament  Nepal

  1. To motivate, train    and nurture leadership, citizenship, capacity and ability for governance in Nepalese youth.
  2. To insure youth politically, socially and mentally ready for tomorrow’s leadership of the nation.
  3. To develop character and strengthen moral fiber in the youth of Nepal.
  4. To foster, tolerance, ingenuity, moderation and self-reliance among   the Nepalese youth.
  5. To inculcate, effective, transparent    and democratic values in youth of Nepal

 

The aims of YPN are to:

  • Uplift the voice and issues of Nepalese youth.
  • Encourage Nepalese youths; motivate and train them to get involved in socio-political movement.
  • Meaningful participation of energetic youths for nation building.
  • Launch awareness program to root out the traditional believes and customs which are still prevalent in a conservative Nepal.
  • To uncover the suppressed voices of Nepalese youths.
  • Provide a space in which young people of Nepal can express their opinions, views and ideas.
  • Spread the movement of YPN in all 75 districts of Nepal to mobilize youths in various productive fields and social work

 

1.4 Major Program of Youth Parliament of Nepal

In this regard,(YPN) organized various types program regarding Youth Personality development, leadership, Capacity building, entrepreneurship development, skills development, and idea innovation workshops. They successfully organized Road Referendum (RR) program for putting moral pressure to the parliamentarian in formulating constitution in time.  YPN organized the next very important program entitled “Tourism Entrepreneurship Award-2013”, 24 influential young tourism entrepreneurs received the awards. YPN successfully formed model youth constituent assembly from each constituency of Nepal where 301 youth activists were actively involved as youth parliamentarians and the organization practiced for six month regarding the process and promulgation of Model Constitution of Federal Democratic Republic of Nepal-2071 BS and handed over the model constitution to the constitution makers. The next milestone program organized was a grand event called “Youth SAARC Regional Conference-2017, April 24-25, in Kathmandu. Where, all South Asian nations were represented in the conference and diplomatic mission and observer members as well. The conference declared five points Youth SAARCdeclaration. Thus it implies though it is national organization established within the territory of Nepal but is also working in coordination with international community to achieve its objectives.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Chapter 2: Conceptual Framework of Global Peace Conference 2018

 

2.1 Conference Summary

             Inaugural ceremony, discussion session, cultural session, promotional session, delegates’ voices, closing ceremony, site seeing of some historical and cultural places of Nepal, Farwell dinner party.

 

2.2 Background

These include poverty, hunger, health, education, climate change, gender equality, water, sanitation, energy, environment and justice. The SDGs are also known as “Transforming our World: the 2030 Agenda for Sustainable Development” or Agenda 2030 in short. Unlike the MDGs, the SDG framework does not distinguish between “developed” and “developing” nations. Instead, the goals apply to all countries equally.

As Nepal is also the members of UNO, it is under a responsibility to assist the UN in achieving this goals.In fact it has to take initiative and has to prove itself as an example in the world. 2.3 Objectives of Global Youth Peace Conference, 2018

.As the name in itself indicate it was not only a conference held for its own youth or between the youth of one or two countries but was a global conference held in Kathmandu, its major objectives was to gather young leaders, innovators, peacemakers, youth activist and civil society pioneers from around the world in single forum to share their experiences and knowledge on pertinent global issues.

  1. to share the best practices through mutual learning on ideas and initiatives of advocacy tools to achieve sustainable development goals from the youth perspective and encourage youth to lobby them in their respective governments.
  2. to share and explore the different ideas of climate change ,inclusive policy making ,good governances, entrepreneurship development and SDGs among each other.

iii. to share and explore different ideas of cultural diplomacy through inter cultural dialogue, cultural exchanges and sharing of experience to achieve peaceful solution to conflict.

  1. to enhance and promote the principle of joint advocacy and action to achieve global peace through shared responsibility.

2.4 Participants

One hundred thirty youth activists from 33 countries including Nepal, America, Sri lanka, Thailand, Nigeria, Bhutan, Bangladesh, Maldives, India, Philippines Canada, Australia, Ethiopia, Uganda and Japan  participated in the conference organized by the Youth Parliament Nepal. The Conference last for 2 days i.e 13th-January 2018.

 

Chapter 3: Major Activities in Conference

3.1 Inaugural Ceremony

Day 1: 13 January 2018

First day started with the inaugural ceremony in Rastriya Sabha Griha Putalisadak Kathmandu .Inaugurating the conference, former chairman of the Interim Council of Ministers, former Chief Justice Khil Raj Regmi said sustainable development, democratic rule, equality and a just society should be the issues of concern of the youth.

Coordinator of the Youth Parliament Nepal, Diwakar Aryal forwarded that the discussions would be held in the conference on topics as democracy and good governance, social entrepreneurship, youth participation and cultural diplomacy for peace, among others.

Film star Rajesh Hamal, CNN Superhero Pushpa Basnet, AP1 Television’s News Chief, TikaramYatri, peace campaigner Pitambar Bhandari, young scientist Jitendra  Upadhyay, and youth campaigners Sulochana Sigdel, Basu Gautam and Hikmat Thapa were presented with the ‘Youth Motivation Honour-2018’ on the occasion where Mega actor Rajesh Hamal encouraged the youth to come forefront in nation building process and to be engaged in such an issue as the present and future of every nation depends on them.

3.2Discussion Session

Soon after the closing of inaugural ceremony, the discussion session started in the hall of Nepal Tourism Board. There were altogether 5 discussion session for 2 days in which the discussion was made in five burning issues: Cultural Diplomacy for Peace, Social Entrepreneurship and Mountain Tourism, Youth Service and Partnership, Global Network for Sustainable Development:Investing in Youth and Youth Leadership and Good Governance. Each session was held by recognized personal from their field of expertise followed by the interaction with delegates and question answer round.

 

  1. First Session

It was started from 2 p.m and lasted up to 3.30 p.m where Guest Pitambar Bhandar and Basu Gautam discussed in the topic “Cultural Diplomacy for Peace.” They basically described what the cultural diplomacy is and how important it is to foster the cooperation, peace among the nation state in the international realm. Moreover they encouraged the nation state like Nepal who is in the stage of developing and comparatively weak in comparison to developed nation in terms of hard power to give equally importance to it along with other form of diplomacy in their diplomatic dealing and negotiation with other nation. So they tried to draw the attention of  nation state  to make investment in promoting the dance, art, culture, movies, Literature  and other form of cultural aspects, (components of cultural diplomacy) as this sector is very  less prioritized in almost all countries irrespective of its  great significance, however, at the same time they also highlighted on the fact that it is not the one and  only the way of maintaining peace .Until the cultural of one nation is accepted by other no peace is going to be restored so every culture has to be accepted n the message of it can be deliberated by many means and among them one is cultural diplomacy. Individual to global effort is required to foster international peace and as a minute attempt cultural diplomacy is one.

  1. Session 2

It was commenced from 3.30 pm and ended at around 5 pm and was conducted by Ang Tshering Sherpa and Sudhan Subedi in the topic “Social Entrepreneurship and Mountain Tourism.”Basically in their presentation they highlighted the possibilities of mountain tourism in Nepal as Nepal has 14 high Himalayan though internationally only 8 had been recognized. They analyzed both the aspects of the one who are involved in this profession specially sherpas i.e. economic benefit they received and emotional aspects with which they are attached, how they saves the life of tourist putting their life on risk. Moreover they highlighted on the women empowerment and social entrepreneurship that are being visible as the outcomes of mountain tourism. And as a major issue they drew the attention over the adverse effect of climate change, global warming, and pollution upon these mountains and mountain tourism in Nepal.

With these, the discussion session of day 1 ended. Discussion session of 2nd day i.e 14th January 2018 included three more session which were as follows-

  1. c) Session 3

Session 3 started from 9;30  am and closed at around 10.30 am in the topic  “Youth Service and Participation” by  Mrs Dr Tuladhar, founder of Rotary club, in Nepal where she highlighted the work of her organization in collaboration with different government school in the mobilization of youth  for developing physical infrastructures ,protecting environment ,awareness campaign etc. She had also presented some examples from minor to major, local to international, where rotary club, youth organization, has been able to bring reform through their activities like they had been able to spread the awareness among rural school children in Nepal about the importance of hygiene, using toile, washing hands, brushing teeth ,providing  releif during the time of earthquake reducing the polio disease not only from Nepal but from whole world except some few exception. Thus she highlighted significant importance of youth participation in overall development process including peace process as they are the one who have ability to drive this world with their determined, committed effort.

 

  1. d) Session 4

Session 4 was conducted by Dr Marek Wosinski (USA) and his team in the topic “Global Network for Sustainable Development: Investing in the Youth” where they highlighted the feature of their organization, Global Network for sustainable Development, and how it has been spreading its network all over the world in order to bring all the youth under common platform to work coordinately, collectively and collaboratively to promote sustainable development. They shared their experiences while working with the youth of different nation and what kinds of work they are performing across the globe so as to achieve their aim. In this regard they are also working in collaboration with different Nepal organization and Nepalese youth in the sector of empowering displaces youth, promoting agriculture etc.

  1. e) Session 5

After the interval for lunch session 5 commenced from 1.30 pm and ended at around 3 p.m. It was conducted by  Mary Imbong and her team (Philippines) in  the topic “Youth Leadership and Good Governance “where they focused discussion on their organization “World Youth Alliance” and being youth organization its role in protecting the human dignity and ensuring human right in the local, national and international level and encouraged the youth to come forefront along with their leadership skill so as to promote the good governance as these two are interlinked with each other and most essential for maintain global peace.

 

3.3 Cultural Session

With the end of formal session of day 1, there begun cultural session where the delegates of different nation participating in the conference made the exchange of their cultural through dances, songs, dresses. Apart from exchanging their knowledge or ideas on global issues in formal session, delegates were also entitled opportunity of knowing each other developing friendly relationship between and among them irrespective of their  diversity in terms of their culture language, lifestyles, as one of the objective of this conference was also to promote the culture of  tolerance ,acceptance within diversity and the feeling of “Unity within Diversity”  which is most essential for maintaining the global Peace.

3.4 Promotional Session

As different foreign delegates were present in the conference, considering their keen interest to know Nepal, Nepal Tourism Board displayed the promotional video highlighting the famous places of Nepal all over the world and made acquainted  foreign delegate with the information how they can have access to those places when they come to Nepal.

Indian delegate promoted yoga along with some demonstration and tips.

Bhutanese delegate promoted the tips for being happy that they are spreading all over the world for maintaining peace as they believe that when each and every individual become happy ultimately the world will be happy and prosperous.

 

3.5 Delegates’ voices

After the end of all these formal session all of the delegates were divided in 5 group as per their area of interest and each group was assigned with one of the topic among 5 discussed above. They were entitled to make discussion within their group in the topic assigned to them and on the basis of their understanding they had to prepare in that topic and had to present among all the delegates in the forum. Each team made their presentation. And on the basis of their presentation, discussion, conference ended with the adoption of Kathmandu Declaration.

 

3.6. Closing Ceremony

Finally two days Global Peace Conference  followed by  closing ceremony, where all the delegates were provided with Certificate of Participation and were congratulated and thanked by President Diwakar Aryal for their overwhelming support and participation. He concluded with words which declared the program as most successful in the history of Nepal

Chapter 4: Outcome of Conference

Despite of some minor weakness .the Global Youth Peace Conference has been able to achieve its objectives to large extend. The major achievements or outcomes of it are as follows-

  1. Adoption of Kathmandu Declaration

On the basis of discussion, opinion presented by delegates, the conference had adopted Kathmandu Declaration which contain following provisions-

  1. . We ask our respective governments and head of state to create conducive environment for the meaningful participation of young people in every decision making process.
  2. We ask to our respective governments and head of state to apply Cultural Diplomacy as a mechanism to spread the idea of peace, mutual understanding and universal brother and sisterhood and use cultural diplomacy as a tool achieve sustainable peace.
  3. We ask our respective government and head of state to enforce equality for all in every aspect of decision making regardless of their gender, religion, color, language, sexual orientation, physical and mental disability, caste and ethnicity.
  4. We ask our respective governments and head of states to fully comply with the international environmental standards and promote eco-tourism as a means to respect for the environment.

We ask our governments and head of states to conduct administration in a fully transparent manner and be accountable with its decisions all throughout

 

  1. It has been able to lay down foundation for youth advocacy and lobbying for implementation of SDGs globally.
  2. It has established bilateral, trilateral and multilateral networking among youth activist from across the globe.
  3. It has established “Dynamic youth mechanism “to build strong momentum towards achieving SDGs.
  4. Database for the youth across the globe to participate in the adoption and implementation of SDGs is created.

Chapter 5: Conclusion

5.1 Conclusion

Youth Parliament Nepal organized the Global youth Peace Conference , having international dimension for the first time in the history of Nepal dated on 13th -14th janurary,2018 with the objective  to gather young leaders, innovators, peacemakers ,youth activist and civil society pioneers from around the world in single forum to share their experiences and knowledge on pertinent global issues. 130 delegates from different countries participated in it where they discuss on major issues related with SDGs  and concluded a comprehensive Kathmandu declaration.

This conference was really proved to be fruitful and was ended with grand success achieving its objectives to large extend and was able to give message to whole international community that the youth of today generation are collectively ready to deal with challenges that the world is facing under the spirit of universal brotherhood collectivism and unity.
